Dans l'immédiat après-Première Guerre mondiale le secret bancaire helvétique devient l'enjeu d'affrontements exceptionnellement vifs entre les représentants de différentes classes ou couches sociales dont le conflit, pour diverses raisons, a accru le poids politique. Si l'afflux de capitaux étrangers en Suisse, lié aux bouleversements politiques, monétaires et fiscaux que connaît l'Europe, ouvre des perspectives très prometteuses pour la place financière et le monde des affaires helvétiques, deux dangers venant de l'intérieur du pays mettent en péril leur concrétisation. Le premier provient des attaques en règle contre le secret bancaire menées par un mouvement ouvrier renforcé et radicalisé par l'affiliation de salariés appauvris. Le second, plus inattendu, émane des menaces brandies contre ce même secret par l'organisation qui structure et exprime les intérêts de l'agriculture helvétique, l'Union suisse des paysans (USP). En effet, l'USP profite de la situation pour marchander son soutien au secret bancaire contre, notamment, un accroissement du protectionnisme agricole. Par le décryptage de cet habile marchandage, il s'agit d'analyser un moment décisif dans la longue histoire du secret bancaire helvétique ainsi que dans l'alliance conflictuelle entre grand patronat et paysannerie, deux caractéristiques qui marquent encore aujourd'hui le paysage politique de la Suisse.

Résumé Le processus de mondialisation et de financiarisation du capitalisme depuis deux à trois décennies s'accompagne d'une crise financière chronique de l'État. Cette crise renvoie, certes, à un facteur d'ordre économique, le ralentissement de la croissance entrecoupé de sévères récessions. Mais elle est également la résultante de deux autres phénomènes que le présent article se propose d'étudier à partir du cas des pays membres de l'OCDE. Il s'agit d'une part de l'adoption progressive, dès la seconde moitié des années 1970, d'une nouvelle ligne de conduite en matière de finances publiques, consistant à limiter les recettes fiscales de façon à creuser les déficits étatiques. L'objectif étant d'établir ainsi un climat politique et idéologique favorable à la diminution des dépenses, avant tout sociales, des collectivités publiques et au déplacement de la charge fiscale au bénéfice des détenteurs de capitaux. D'importants pas ont été accomplis dans cette direction. Cette crise plonge ses racines, d'autre part, dans le fait que le processus de mondialisation-financiarisation entrave l'imposition des entreprises et des bénéficiaires de hauts revenus en multipliant leurs possibilités d'évasion et de fraude fiscales et en exacerbant la concurrence fiscale internationale à laquelle se livrent les pouvoirs publics.

The empty-coffers policy.
State, public finances and globalization.
For the past two to three decades, the process of the globalization and financing of capitalism has gone hand in hand with a chronic State financial crisis. This crisis admittedly is related to an economic factor, the slowdown in growth, punctuated by serious recessions. But it is equally the result of two other phenomena, which this article proposes to study, using the case of the member countries of the OECD. From the second half of the 1970's, there has been progressive adoption of a new policy in matters of public finance, consisting of restricting tax revenue in such a way as to augment the State deficit. The objective being to establish, in this way, a political and ideological climate favoring reduction of expenditures, on social services in particular, on the part of State, regional and local authorities and to shifting the tax burden for the benefit of capital investment. Important steps have been taken in this direction. This crisis has its roots in the fact that the process of globalization and financing curbs taxation of businesses and high revenue earners by increasing their opportunities for tax evasion and tax fraud, and exacerbating the international competition to offer tax incentives in which public authorities often engage.

Sébastien Guex: Le secret bancaire suisse. Institution aussi célèbre que controversée, le secret bancaire suisse reste largement méconnu sur le plan historique. Cet article a pour ambition de retracer quelques étapes cruciales de son histoire au cours de la première moitié du XXe siècle. Contrairement à une légende très prisée, l'ancrage légal de cette institution en 1934 - que beaucoup confondent avec la création du secret bancaire lui-même - ne répondait pas à la volonté de protéger les avoirs que les Juifs allemands victimes des persécutions nazies avaient déposés en Suisse. Il visait avant tout deux objectifs. Donner, d'une part, des garanties aux milieux bancaires helvétiques qu'inquiétait l'établissement d'une certaine surveillance par l'État de leurs activités. Rassurer, d'autre part, la clientèle française des établissements suisses, désécurisée par les démarches répétées et parfois musclées entreprises par le gouvernement de l'Hexagone pour entraver l'évasion fiscale des capitaux français vers la Suisse. À l'issue de la Deuxième Guerre mondiale, la question du secret bancaire suisse, et notamment des volumineux fonds français administrés à son ombre, s'est retrouvée au centre des relations, tendues, entre les puissances alliées et les autorités helvétiques. .

This book is a brilliant collection of case studies depicting an in-depth overview of the origins of tax evasion and tax havens in select countries in Europe during the nineteenth and twentieth centuries. It does an excellent job in enhancing our understanding of the history of tax havens and its link to capitalist globalisation. Aretha Campbell, author of Money Laundering, Terrorist Financing, and Tax Evasion (Palgrave, 2021) This book is the very best in-depth historical study we have of tax evasion and tax havens, and the related development of modern states, over the period since globalisation gathered momentum in the late nineteenth century. W. Elliot Brownlee, Department of History, University of California, Santa Barbara This collective book offers a panorama of the history of tax evasion, tax avoidance and tax havens from the nineteenth century to the present day, based on the latest research in contemporary history. It aims to show that this phenomenon is at the heart of global capitalism, partly as a response of the ruling classes to the rise of progressive taxation, but for other reasons too: notably the development of a powerful tax evasion and avoidance industry in different countries. The book argues that tax competition between states has stimulated the development of tax havens. It discusses the notion of the tax haven and proposes a more rigorous concept - that of the tax predator. Finally, the book sheds light on the socio-political conflicts that have developed around tax evasion and the way in which states have fought against or tolerated the phenomenon. Sbastien Guex is Full Professor of History at the University of Lausanne, Switzerland. His research interests lie in social, economic and political history, and he has studied public finance, taxes, and tax havens - in particular the Swiss tax haven. He is a member of the federal commission in charge of the publication of the Diplomatic Documents of Switzerland series. Finally, he is one of the founders, in 2002, of one of the most influential NGOs on tax policy at the international level, the Tax Justice Network (TJN). Hadrien Buclin is a part-time Lecturer at the University of Fribourg, Switzerland. He was also, in 2017-2019, a visiting research fellow at Paris 1 University. His research focuses on the social and political history of Switzerland in the twentieth century. Cet article étudie l'évolution du coût de la détention dans le canton de Vaud entre 1845 et 2015. Il met en lumière que les prisons sont loin d'entraîner un coût exorbitant pour les finances publiques. En effet, le travail des détenus et la vente de produits qui en résulte permettent à l'État de dégager des recettes importantes ; certaines années, des établissements de détention parviennent même à couvrir la quasi totalité de leurs frais de fonctionnement grâce au travail des prisonniers. Dans la deuxième moitié du XX e siècle, malgré l'augmentation du coût de la détention, notamment provoquée par la hausse des salaires du personnel pénitentiaire, le budget des prisons continue à absorber une part modeste du Produit intérieur brut. Ce constat permet de questionner les discours répandus autour du prétendu coût exorbitant de la détention, ainsi que leurs potentielles instrumentalisations politiques.
